In my research on policies for a declining birthrate in 2003, I proposed administrative measures that create opportunities for people to interact with each other and support for community development based on relationships. Background: Recent changes in Japanese society, such as a declining birth rate and aging population and the trend towards smaller families have had a serious impact on families with babies and children.
