Industrial regulation in Chinese new energy sector: Problem and prospect

Abstract


The investment and commercialization of China’s new energy industry has grown up with a considerable scope and an increasing momentum. This paper analyzes the defects existing in Chinese new energy development from the perspective of its industrial regulations. The results reveal that core technology, market disorder inconvenience in investment and squeezing market space have hindered the process. More importantly, the systematic legislation, executive regulation and implementation scheme behave far away of well management in terms of regulations on market access, pricing, trade contacting and underpinning R&D activities. The study suggests an aggressive, industrial regulation scheme for China’s new energy industry in direction of renewing consumption notion, balanced structure of energy consumption, withdrawing the barriers of supply chain among regions, biased R&D funding and more active participation in international coordination for a better trade-off for new energy intermediates and finals.
